Doug Burgum, governor of North Dakota and 2024 Republican presidential candidate, speaks with members of the media in the spin room following the Republican primary presidential debate hosted by Fox News in Milwaukee, Wisconsin, US, on Wednesday, Aug. 23, 2023. Doug Burgum ended his campaign for the Republican presidential nomination on Monday despite a stronger-than-expected showing fueled by a gift card-for-campaign donation gimmick that helped get him on the debate stage. The tactic drew skepticism over its legality, though Burgum's campaign said its legal advisers had reviewed and approved the method. And it appeared that he would also not qualify for the fourth debate, which is being held Wednesday in Alabama. Burgum was a political newcomer in 2016 when he staged an upset over the longtime attorney general in North Dakota's Republican gubernatorial primary.

A new case of cattle anthrax has been confirmed in southwest North Dakota's Grant County, bringing the number of cases in the state to 25 this year, according to state agriculture officials. Those cases have led to about 170 cattle deaths, the North Dakota Department of Agriculture said in a news release Thursday. From 2006 through last year, 18 cases of cattle anthrax were confirmed. “Many producers in the affected area worked with veterinarians to administer vaccinations earlier this year,” North Dakota State Veterinarian Dr. Ethan Andress said. Most people associate anthrax with the weaponized version used in 2001 attacks, when five people died and 17 others were sickened from letters containing anthrax spores sent through the mail.

Under North Dakota’s law, health care providers can be charged with a felony for performing gender affirmation surgeries on minors, punishable by up to 10 years’ imprisonment and/or a $20,000 fine. Opponents said such surgeries are not performed on minors in North Dakota, and that the ban on gender-affirming care would harm transgender youth, who are at increased risk for depression, suicide and self-harm. The law exempts minors who were already receiving gender-affirming care, and allows for the treatment of “a minor born with a medically verifiable genetic disorder of sex development." At least 22 states have adopted bans on some or all gender-affirming care for minors since 2021. Meanwhile, at least 13 Democrat-controlled states have new laws or executive orders seeking to protect access to gender-affirming care for minors.

BISMARCK, N.D. Out-of-state petition circulators are currently subject to misdemeanor penalties of up to nearly a year’s imprisonment, a $3,000 fine, or both. South Dakota regulators on Wednesday denied a construction permit for a carbon dioxide pipeline project, one month after a North Dakota panel did the same to a similar project by another company. The South Dakota Public Utilities Commission voted unanimously to deny Navigator's application for its Heartland Greenway pipeline. Microsoft still isn't disclosing the size of its Azure business, providing only the growth rate for the cloud business and leaving investors guessing how its revenue compares to Amazon and Google . But in its much smaller Dynamics business, which includes software for salespeople, marketers and customer-service agents, Microsoft has suddenly opted for greater transparency. In its annual report to investors last week, Microsoft disclosed Dynamics revenue in a table alongside other products for the first time. He also noted that Microsoft Sales Copilot, a tool capable of writing business-oriented email drafts, integrates with Dynamics as well as Salesforce's software. Partly motivated by Microsoft's AI capabilities, some companies are switching to Dynamics from Salesforce, said Manny Medina, CEO of sales software startup Outreach.

April 26 (Reuters) - Oil and gas producer Hess Corp (HES.N) on Wednesday topped Wall Street's first-quarter profit estimates and disclosed its consortium with Exxon Mobil Corp (XOM.N) made a new discovery off the coast of Guyana. Hess holds a 30% stake in the consortium, and said the discovery may help justify a new oil project. Production from Hess' share of output in Guyana was 12% above estimates at 112,000 boepd. The company expects current quarter production of between 105,000 boepd and 110,000 boepd due to planned maintenance at the Liza phase 2 platform. On a per share basis, the company reported a profit of $1.13 for the first quarter and an adjusted profit of $1.30.
March 28 (Reuters) - Canada's Crescent Point Energy Corp (CPG.TO) said on Tuesday it would acquire Spartan Delta Corp's (SDE.TO) oil and gas assets in Alberta's Montney region for C$1.7 billion ($1.24 billion). Crescent Point shares dipped 0.7% in Toronto, while Spartan stock gained nearly 8%. Crescent Point said it is looking to reduce net debt by about C$1 billion over the next 12 months and may also sell assets. Crescent Point also produces oil in the province of Saskatchewan. Crescent Point raised its production outlook to 160,000 to 166,000 boepd from the earlier forecast of 138,000 to 142,000 boepd.
March 16 (Reuters) - North Dakota's Supreme Court on Thursday refused to revive a strict abortion ban previously blocked by a lower court, finding that the ban runs afoul of a right under the state constitution to abortion if it is needed to preserve the mother's life or health. North Dakota's near-total abortion ban would allow a doctor to be prosecuted for performing an abortion even in order to save the mother's life. A state court blocked the law last year, finding the providers were likely to succeed. The state Supreme Court agreed, rebuffing Wrigley's petition to revive the law, while the case proceeds on the merits in the lower court. Twelve states are currently enforcing abortion bans adopted since last year's Supreme Court reversal of Roe v. Wade, according to the Guttmacher Institute, a research organization that supports abortion rights.
Jan 25 (Reuters) - U.S. oil and gas producer Hess Corp (HES.N) on Wednesday beat Wall Street estimates for fourth-quarter profit on better-than-expected production in Guyana, allowing it to consider a dividend increase this quarter. Hess has a 30% stake in the Exxon Mobil Corp (XOM.N)-led consortium that is responsible for all production in Guyana. Excluding Libya, the company produced 376,000 boed in the fourth quarter, from 295,000 boed last year, despite weaker production in North Dakota. Bakken operations delivered 158,000 boed in the fourth quarter, about 6% under the midpoint expectations, due to severe winter weather. Hess says it plans to steadily increase production in the basin to 200,000 boed by 2025.
